Expiry of Antidumping Duties
On 24 May the International Trade Administration Commission of South Africa (Itac) announced that unless comment was received, the anti-dumping duties on the following goods would expire. The date for comment is in brackets, Garlic – China ( 30 April 2020) , Stainless steel sinks – China, Malaysia ( 31 January 2020 ), Wheelbarrows – China ( 04 March 2020 ), Float and flat glass – China, India (31 January 2020 ), Frozen bone-in chicken portions – Germany, Netherlands ( 27 August 2019 ), and Cement – Pakistan ( 18 June 2020 ).
Televisions Screen Tariff
On 24 May the South African Revenue Service (Sars) announced the substitution of tariff subheadings 8471.30.10, 8471.41.10 and 8471.49.10, in Part 1 of Schedule No 1 to the Customs and Excise Act, 1964. Sars on 24 May announced the substitution of tariff items 124.11.01/8471.30.10, 124.11.05/8471.41.10, and 124.11.09/8471.49.10, Part 2B of Schedule No 1 to the Act. The tariff descriptions are all the same, “ Having a screen with any side exceeding 45 cm ”, at zero rate of customs duty. The amendment is with retrospective effect from 01 April.
Television Screen Excise Duty
“ Having a screen with any side exceeding 45 cm ”, at a rate of customs duty of 9% ad valorem. The reasoning is the same as above and also with retrospective effect from 01 April.
Wheat Formula Tariff
On 24 May Sars announced an increase in the rates of customs duty on wheat and wheaten flour, classifiable in tariff subheadings 1001.91 (seed) and 1001.99 (other) as well as 1101.00.10 (brown wheaten meal) and
1101.00.90 (other), in Part 1 of Schedule No1 to the Act, from 49,07c/kg and 73,61c/ kg to 67,51c/kg and 101,26c/ kg respectively, in terms of the existing variable tariff formula.
Aluminium Bars Tariff
Sars on 24 May announced the insertion of rebate items 460.15/7604.29.15/01.08 and 460.15/7604.29.65, in Part 2 of Schedule No 4 to the Act, in order to create a temporary rebate provision for aluminium bars, rods and profiles for use in the manufacture of stabilisation fins.
Disposable Underwear Tariff
On 24 May Sars announced the deletion of tariff subheading 6210.10.20 “ Disposable panties of fabrics of heading 56.03 ”, and the insertion of tariff subheading 6210.10.50 “ Disposable underwear of fabrics of heading 56.03 ” in Part 1 of Schedule No 1 of the Act.
Flat Hot-rolled Steel Safeguard duties
Sars on 24 May announced the extension of the payment of safeguard duties on certain flat hot-rolled steel products from Chinese Taipei in Part 3 of Schedule No 2 to the Act, from 24 May until 10 August, and then from 11 August 2019 until 10 August 2020.
Carbon dioxide (CO2)
On 23 May Sars announced the promulgation of The Carbon Tax Act, 2019, to provide for the imposition of a tax on the CO2 equivalent of greenhouse gas emissions, and of the promulgation of The Customs and Excise Amendment Act, 2019, which saw the insertion of Section 54AA in the Act, relating to the Carbon Tax.
