E-mail: riaan@importsolutions.co.za Revenue Laws Amendment Bill (2nd Batch) – Comments Due On Wednesday, 24 August 2005, the South African Revenue Service (SARS) released the second batch of the Revenue Laws Amendment Bill for public comment by no later than 2 September 2005. Unlike the first batch, which contained no proposed customs and excise amendments, nearly half of this batch is in respect of customs and excise amendments. More details of the nature and extent of the proposed amendments are available on request. Comments must be submitted to Ms Christell Brodrick on cbrodrick@sars.gov.za or Ms Pearl Malumane on pearl.malumane@treasury.gov.za No tariff amendments – 26 August 2005 Tariff applications – response due The rebate of the duty on knitted glove liners of cotton, synthetic fibres or a combination thereof for the manufacture of knitted gloves, impregnated, coated or covered with plastic or rubber. The applicant is Evrigard (Pty) Ltd. The applicant stated that knitted glove liners were not available at competitive prices in the Southern African Customs Union (SACU). Comment due by 2 September 2005. Tariff applications – response closed The reduction in the rate of duty on bearing housings incorporating bearings, used in drive and non-drive axles for motor vehicles classifiable under tariff subheading 8708.50.90 and 8708.60.90 respectively at a rate of duty of 20% ad valorem to free of duty. The applicant is Hudaco Trading Ltd t/a Bearings International. Comment due by 19 August 2005. No Anti-dumping amendments – 26 August 2005 Anti-dumping application – response due Initiation of an investigation into the alleged dumping of multi-ply paper and paperboard with a mass of 180g/m2 or more, but not exceeding 550g/m2, coated on side with kaolin clay, commonly known as “white liner” or “grey back paperboard”, originating in or imported from the Republic of Korea, also known as South Korea. The application was lodged by Mondi Paper Packaging South Africa. Response due 12 September 2005. Initiation of an interim review of the anti-dumping duties on cold rolled steel originating in or imported from the Russian Federation. The application was lodged by a number of Russian manufacturers of the product. Response due by 5 September 2005. Anti-dumping application – response closed Initiation of an investigation into the alleged dumping of detonating fuses and delay detonators (commonly known as shocktubes), originating in or imported from the People’s Republic of China. The application was lodged by African Explosives Limited (AEL). Response due by 15 August 2005. Note: This is a non comprehensive statement of the law.
