Rebate of the Duty on Paprika The creation of a temporary rebate provision for dried, crushed or ground fruits of the genus Capsicum (known as paprika) for extraction of oleoresins of a kind used in the food industry, in such quantities, at such times and subject to such conditions as the International Trade Administration Commission of South Africa (Itac) may allow by specific permit, provided that Itac is satisfied that the subject fruits are not available in the Southern African Customs Union (Sacu) region. Provisional Payment Imposed on Polyester The imposition of provisional payments (provisional anti-dumping duties) on (i) Staple fibres of polyester, not carded, combed or otherwise processed for spinning (5503.20), manufactured by Zhe Jiang Waysun, originating in or imported from China at 12.12%; and (ii) Staple fibres of polyester, not carded, combed or otherwise processed for spinning, manufactured by other non co-operating exporters (excluding those manufactured by Zhe Jiang Waysun, Cixi Jiangnan, Nantong Sanjia, and Ningbo Dafa) originating in or imported from China at 122.97%. Amendment of the Rebate for Infants Food An amendment of the description of Rebate Item 304.07/0404.10/01.06 to read "Demineralised whey powder for the manufacture of prepared infants food, with retrospective effect from 1 April 2006". Dumping Duties Imposed on Stainless Steel Sinks The imposition of antidumping duties on stainless steel sinks imported from or originating in the People’s Republic of China (China). Depending on the export company the anti-dumping duties could be from 10.84%; 20.62% or 62.41%. The imposition of antidumping duties on stainless steel sinks imported from or originating in Malaysia. Depending on the export company the anti-dumping duties could be from 10.74% or 95.86%. Spades and Shovels Tariff Heading Inserted The insertion of an additional tariff subheading for shovels and spades of a maximum blade width of more than 150 mm but not exceeding 200 mm. The general rate of customs duty is 20% ad valorem. Tariff Application – Loose-Leaf Binder/File Written comment is due by 20 November 2009 in respect of fittings for looseleaf binders or files, of base metals and parts thereof by the creation of an additional tariff subheading for ‘parts for loose-leaf binders or files’.
