Toll collection concerns

Serious concerns have been
raised around the ability of
the South African National
Road Agency Ltd (Sanral) to
ensure e-toll payment.
According to Wayne
Duvenage, chairperson of
the Opposition to Urban
Tolling Alliance (Outa),
there is a significant
problem with e-toll payment
enforcement, which is
critical to the success of
tolling.
“Sanral has yet to
publish the step-by-step
enforcement process,” he
said.
With the new
Administrative Adjudication
of Road Traffic Offences
Act (Aarto) yet to be
finalised, role-players
and stakeholders across
the country have raised
concerns around how Sanral
plans to enforce payment.
Sanral, however, has
clearly indicated that it will
not use Aarto but rather
the criminal procedure act
(CPA).
