According to the Heritage Foundation’s 2019 Index of Economic Freedom, slow customs procedures interfere with the free flow of trade in and out of Mozambique. But, things are improving. Between 2017 and 2019 Mozambique rose from 106th to 91st in the World Bank’s Doing Business Report “trading across borders” category. Cost and time to export and import are all well under sub-Saharan Africa averages, export.gov points out. Goods imported into Mozambique from other SADC member states enter duty-free, with the exception of women’s blouses and shirts which are subject to a 10% tariff. However, imports of these products from Malawi and Zimbabwe are duty-free under bilateral trade agreements.
