Tax Abuse (Outa) has
welcomed the new ‘Plan B’
e-toll bill amendments by
the South African National
Roads Agency Limited
(Sanral), with CEO Wayne
Duvenage posting on
Twitter on Monday that
“sanity on e-tolls was at
last prevailing”.
The proposed
amendments by the South
African National Roads
Agency Limited (Sanral)
give more power to
provincial governments,
allowing the premier of a
province at least 30 days
to hear comments about
a proposed new toll road.
If the objections outweigh
the positives by 55%, the
provincial government can
call for a referendum.
Furthermore, the
amended bill also requires
that, before tolling the
road, Sanral is required
to identify “an alternative
route of comparable
distance, which must be
a tar road, be maintained
adequately, and be suitable
for increased usage”.
Duvenage said the new
amendments would “go
a long way” to protecting
road users, pointing out
that if provinces were
consulted, e-tolling would
not be implemented.
