A good understanding of the rules and regulations applicable in Angola are a necessity for any business wanting to succeed in this fastdeveloping country, says Shalli Ben- Elungu, general manager: corporate public relations and marketing for Manica Group Namibia (MGN). “Finding a local partner who believes in a long term, mutually beneficial relationship for both parties involved – with the required infrastructure and systems back up in place is just as important.” With the massive developments under way in Angola, the country has a major need for international imports and from a logistics point of view there are many opportunities, he says. With more than 85 years of experience in providing freight and logistical services in Namibia, MGN believes it is in a key position to service the Angolan market. “There are supply and offshore vessels providing support to drilling rigs now calling Walvis Bay for repairs. Also drilling rigs requiring repairs or passing by Walvis Bay on their way to Angola. We are able to provide logistical support, agency services such as crew changes, provisions and bunkers in our sheltered bay,” says Ben-Elungu. “Business is currently quiet and volumes via Namibia have noticeably decreased but this is because the recession is only hitting our shores now.” Angola, with its many opportunities, does come with its own set of challenges as well, he points out. “Communication can be a major barrier along with the legal requirements that are necessary. Often Customs procedures are applied inconsistently and requirements are prone to change without prior notice.” Despite this the outlook is positive. The oil and gas industry is seemingly expanding and booming with large sums of money being injected into the country along with foreign investments. “The result is that a large number of foreign flagged vessel owners view Walvis Bay as an economical stop-over for repairs or provisions,” says Ben-Elungu. MNG has taken a long-term view on developing and establishing itself in Angola, says Ben-Elungu, and is therefore establishing a working relationship with a partner to be able to offer cost-effective and reliable supply chain solutions in and out of the country.
