THE NATIONAL Ports Authority (NPA) is intending to lease 14 sites - too small for cargo handling - at Cape Town harbour, half aimed at black empowerment firms. These include offices, vacant land, a vehicle test centre and small stores - with lease periods ranging from three to 10 years.
