Imports related to the 2010 Fifa World Cup

As the host of the upcoming 2010 Fifa World Cup, South Africa is in a unique position to ‘model its wares’ on the world stage. In an attempt to increase spending during the World Cup, the Department of Trade and Industry and the South African Revenue Service have offered certain incentives to promote trade e.g. the creation of Rebate Item 413.00 found in Schedule 1 Part 4 of the Customs and Excise Act 91 of 1964 (“the Act”). This rebate item allows for full rebate of duty and was specifically created for imported goods admitted under rebate of duty for sale, consumption or use in the 2010 Fifa World Cup South Africa when imported and entered by qualifying persons and employees of qualifying persons. If one qualifies to register to import goods under Rebate Item 413.00, and if one is not a Fifa subsidiary, Fifa National Association or a Fifa Confederation, one would need to enter into a contract with Fifa or be a sub-licensee of a Fifacontracted party. In addition to this it is necessary to register as a Customs and Excise Client, as an importer and as an exporter. Subject to the provisions of Rebate Item 413.00, any goods imported under this rebate item which are not consumed or sold during this period must be exported. If the goods are not exported, the duty must be brought to account, or the goods must be donated or abandoned within the time allowed by the Commissioner. As is evident from the above, one must first carefully consider all the rules and regulations pertaining to this Rebate Item.
