DUTY CALLS is your weekly look at changes in the South African tariff dispensation and amendments to Customs and Excise legislation. This column aims to provide the reader with a summary of the main changes and is not intended to be a comprehensive statement of the law. No liability is accepted for errors or omissions. Reduction in the rate of customs duty on vinyl chloride-vinyl colopymers, classifiable under tariff subheading 3904.30, from 10% ad valorem to free of duty. Rebate of the customs duty on colour charts of a kind used in ergonomical studies and planning, classifiable under tariff subheading 4911.10.90. Reduction in the rate of customs duty on electrical telecommunication apparatus for carrier-current line systems or digital systems, classifiable under tariff subheadings 8517.50 and 8517.80. Responses due by 12 December. Anti-dumping amendment - 21 November There were no tariff amendments at the time of print. Anti-dumping investigations - Response due A comprehensive description of the anti-dumping application is given the first time it is published; thereafter only the essential information is given. Initiation of an investigation into the alleged dumping of glass fibre chopped strand mats and rovings, classifiable under tariff subheadings 7019.31 and 7019.12.90, originating in or imported from the People’s Republic of China and Chinese Taipei. The application was lodged by Owens Corning SA (Pty)Ltd , the only manufacturer of the product under investigation in the Southern African Custom Union (SACU). Response due by 15 December 2003.
