ICC Seminar on Transfer
Pricing and Customs
Valuation
On 13 September 2012 the
International Chamber of
Commerce (ICC) announced
its one-day seminar on
transfer pricing and customs
valuation, scheduled for 25
October 2012 in Montreal,
Canada. This seminar
follows the release of an
ICC policy statement on
transfer pricing and customs
valuation on 15 May 2012.
WTO Discussion Forum
for World Trade Report
2013
The World Trade
Organisation (WTO) on 12
September 2012 launched a
discussion forum devoted to
the 2013 World Trade Report.
The report will consider
“Perspectives on the Future
of World Trade”.
The aim of the discussion
forum, which is hosted on
the WTO website, is to
encourage debate on the
topic of the 2013 World
Trade Report. In the months
leading up to publication of
the report in July 2013, the
WTO will place short articles
on this topic on its website.
The WTO has invited all
interested parties to make
their submissions, and to
comment on others.
Export Permits under
TCDA
In a Government Gazette
dated 14 September
2012 the Department of
Agriculture, Forestry and
Fisheries published a notice
on “Procedures for the
Application, Administration
and Allocation of Export
Permits under the
Trade, Development and
Co-Operation Agreement
between the European
Community and the Republic
of South Africa”.
Tariff Amendments
On 14 September 2012 the
South African Revenue
Service (Sars) announced the
following tariff amendments:
(i) The amendment of
Schedule No 1 Part 1 to
the Customs and Excise
Act (the Act) ie, Ordinary
Customs Duty, to align
the descriptions of certain
tariff subheadings with the
Liquor Product Act; (ii) The
amendment of Schedule No
1 Part 1 to the Act to reduce
the rate of customs duty
for subheadings 8501.61.10,
8501.61.90 and 8501.62
from the respective 5% ad
valorem, 10% ad valorem
and 10% ad valorem, to free
of customs duty; (iii) The
amendment of Schedule
No 6 to the Act to align the
respective descriptions with
those in Schedule No 1 Part
2A of the Act, and Schedule
No 1 Part 1 as contemplated
in the Liquor products
Act; and (iv) Correction
Notice, relating to Rebate
Item 670.02/00.00/01.01
of Schedule No 6 of the
Act, published in the
Government Gazette of 27
July 2012, which has now
been amended to Rebate
Item 670.02/00.00/01.00 of
Schedule No.6 of the Act.
Rule Amendments
On 14 September 2012 Sars
announced the following
amendments to the Rules to
the Act: (i) Substitution of
Form DA70 – Application to
make Provisional Payment;
(ii) The amendment to
the traveller rules and
implementation dates for
the Passenger Processing
System – Form TC-01
(Traveller Card); and (iii)
Amendments to form DA
185 – Application Form:
Registration/Licensing of
Customs and Excise Clients.

Item
The International Trade
Administration Commission
of South Africa (Itac) has
published its “Guidelines
Regarding Applications
for Permits in terms of
the Provision of Rebate
Item 311.18/63.09/01.04
of Schedule No 3 to the
Customs and Excise Act”,
for comment which is due on
October 05, 2012.
