Policy uncertainty is causing sleepless nights for owners and managers of companies throughout the Zambian logistics chain. One of the biggest threats at present is the backdating of 20% withholding tax charges on foreign goods passing through Zambia from 2014, when the policy was introduced but never enforced. Transporters and logistics agents are being held responsible for paying the outstanding fees. “It will put us out of business overnight” is the consensus among the managers and owners FTW spoke to. Another concern is the proposed introduction of general sales tax to replace the existing value-added tax system. Business leaders warn that it will take more than a decade to roll out the new tax, and that there will be little if any benefit to the fiscus.
