'Weigh boxes before breaking the seal to prevent theft'

Dear Editor,
I am a South African living in the US exporting large volumes of poultry and turkey to South Africa.
May I suggest that due to sudden shortages in containers from cold stores that a rule be made that unless the container is pulled over a weighbridge before the seal is broken no claims will be recognised. I believe these shortages are from the actual cold stores, and it can only be put down to theft, as other exporters are experiencing the same, and quantities seem to be consistent.
Also it may be an idea when publishing the actual container numbers that the gross and nett weight be shown.
If I can be can be of any help to you this side please advise.
