The US has had another ruling slapped against it by the European Union (EU), for “zeroing” in its antidumping measures. According to trade consultants Deloitte, the issue has once again been brought forward to the World Trade Organisation (WTO) panel and appellate body. The practice of “zeroing”, it told FTW, is the process of calculating higher average dumping margins by zeroing the negative dumping margins in the calculation. The EU stopped this procedure some time ago after a WTO hearing, and Deloitte expects that – with this most recent ruling – the US will now also comply, and end all illegal practices of “zeroing”.
