Efforts to increase the volumes of freight shipped by sea between the ports of Mozambique are being marooned in a sea of red tape. FTW understands that one of the biggest problems is that customs finds it difficult to differentiate between domestic freight and imports/exports and all cargo is treated as a foreign import. As a result the only companies making use of the cabotage service are those which have bulk shipments where all the freight is needed at the same time.
