Empowerment company gets R31-m Spoornet contract

SPOORNET HAS awarded a R31 million contract to Zomba Construction which calls for the construction and installation of 450 complete turnout sets, which operate at the points where lines are combined to enable smooth transfer of moving stock from one line to another. The contract is to be completed by end March 2006.
The significance of the award, says Spoornet chief executive Zandile Jakavula, is that it is the largest the Transnet parastatal has granted to a black economic empowerment (BEE) company. To meet its requirements, Zomba has purchased a machine from Finland at a cost of R8 million, which will be the first of its kind used in this country although it is now being operated extensively on European rail systems.
The robust tracklayer handles and installs elements with great speed and accuracy. The machine manoeuvres agilely in any direction with elements up to 40m long and weighing up to 36 tons. During use there is no need for power cuts, and rail traffic can travel unhindered on neighbouring tracks while it is in operation.
The award of the contract is in keeping with Spoornet's Affirmative Procurement Policy, says Jakavula, aimed at promoting the effective and efficient development and support of suppliers and contractors from previously disadvantaged communities.
To this extent I am pleased to say that our BEE spending steadily increased from R134 million in 1999 to R152 million in 2000, and the projected expenditure for the current financial year is R184 million. This represents a 21% increase on the 1999/2000 spending.

Danie Barnard, Spoornet's assistant general manager maintenance infrastructure, witnesses the singing of the contract with Zomba Construction, under the watchful eye of Zomba's managing director Charles Modise (left) and Spoornet chief executive Zandile Jakavula. In the background is Leo Petkoon, Spoornet's general manager planning and technology who handled the contract details with Zomba.
