WCO – Explanatory Notes Changes
The World Customs Organisation (WCO) has published three amendments to the Harmonised System (HS) Explanatory Notes, following the HS Committee’s 62nd session. Tariff chapter 29, “ II. Psychotropic substances subject to control under the 1971 Convention on Psychotropic Substances. d-9Tetrahydrocannabinol ”, delete tariff subheading ‘2932.99’, and substitute it with tariff subheading ‘2932.95’. Tariff Chapter 90. Tariff heading 90.27, insert the following new Item “ (33) Instruments and apparatus used in clinical laboratories for in vitro diagnostic testing. ” The substitution of “ Subheading 9031.41 – This subheading also covers optical instruments and appliances for inspecting integrated circuits and optical instruments and appliances for inspecting photomasks or reticles used
in manufacturing integrated circuits. ”

The WCO has published 21 amendments to the HS Compendium of Classification Opinions, that were decided at the HS Committee’s 62nd session. 0404.90 – Bovine colostrum collected within the first 24 hours following calving; 3004.90 – white sodium bicarbonate powder; 3824.99 – Crude palm fatty acid; 3923.10 – Disposable plastic cosmetic container made by injection moulding; 4202.12 – Portable document case of plastics with multiple interior pockets, a front lock for closing (buckle) and a handle; 4202.12 – Portable document case with a single compartment and a front fastener for closing (button and rubber band); 6306.22 – Temporary gazebo, used outdoors; 7007.21 – Automotive glass for Head Up Display, consisting of
laminated glass and plastics, of dimensions and in a format suitable for use as a windscreen (windshield) for motor vehicles; 7007.21 – Automotive glass with coated heat reflection, of dimensions and in a format suitable for use as a windscreen (windshield) in motor vehicles; 8451.30 – Electric steam iron and semiautomatic steam generator, connected by means of a pipe and electric cable; 8479.89 – Tape Automated Bonding equipment used in the manufacture of LCD modules; 8512.90 – Windscreen (windshield) wiper blades, made of synthetic or natural rubber, metal brackets as well as pre-assembled universal adapters. They are used in electrical windscreen wipers for motor vehicles; 8517.12 – Multifunctional apparatus known as “smartphone”; 8708.29 – Coated heating automotive glass, of dimensions and in a format suitable for use as a windscreen (windshield) for motor vehicles; 8708.29
