Roasted Chicory Application The International Trade Administration Commission of South Africa (Itac) on 11 April 2014 announced the withdrawal of the application for the increase in the “General” rate of customs duty on roasted chicory. The reason presented by Chicory South Africa Limited was that significant pressure had been exerted on it to withdraw the application. Cranberry Juice Rebate The South African Revenue Service (Sars) on 11 April 2014 announced the creation of Rebate Item 304.08/2009.81.10/01.08 for cranberry juice concentrate for use in the manufacture of mixtures of fruit juices of tariff subheading 2009.90.10. Coated Fine Paper Duty On 11 April 2014 Sars announced an increase in the “General” rate of customs duty on coated fine paper from free of customs duty to 5% ad valorem effective on the day. The increase relates to tariff subheadings 4810.13.20, 4810.13.90, 4810.14.10, 4810.14.90, 4810.19.90, and 4810.29.90. Countervailing Duties terminated Sars on 11 April 2014 announced the termination of the countervailing duties on stranded wire, ropes and cables, classifiable under tariff subheadings 7312.10.20, 7312.10.25, 7312.10.40 and 7312.10.90, originating in or imported from India, with retrospective effect from 14 February 2014. Sars also announced the termination of the countervailing duties on stranded wire, ropes and cables, classifiable under tariff subheading 7312.10, originating in or imported from India, with retrospective effect from 12 February 2014 up to and including 13 February 2014. There are now no countervailing duties in operation in South Africa and the Southern African Customs Union. Dumping Duties terminated In addition to the amendment of countervailing duties on stranded wire, ropes and cables, Sars announced the termination of anti-dumping duties on stranded wire with a diameter of less than 12.7mm originating from the People’s Republic of China (China), stranded wire originating in or imported from the United Kingdom (UK), Germany and South Korea; ropes and cables with a diameter of not more than 32mm originating in or imported from the UK and Germany; ropes and cables originating in or imported from China and South Korea, with retrospective effect to 14 February 2014. The termination of antidumping duties on stranded wire with a diameter of less than 12.7mm originating from China; stranded wire originating in or imported from the UK, Germany and South Korea; ropes and cables with a diameter of not more than 32mm originating in or imported from the UK and Germany; and ropes and cables originating in or imported from China and South Korea with retrospective effect from 12 February 2014 up to and including 13 February 2014. APDPPRCC On 11 April 2014 the Minister of Economic Development announced the retrospective amendment of paragraphs 14 and 15 of the Automotive Production and Development Programme (APDP) Regulations. It relates to the “Issuing of a Production Rebate Credit Certificates (PRCC)” (paragraph 14) and “Usage of a PRCC” (paragraph 15).
