¡ñ Prevent bays being occupied by trucks whilst drivers are collecting documents inside the terminal building. ¡°This must be policed in some way.¡± ¡ñ The processing of documents during open stacks must be reviewed. ¡°This would allow the three-day period for transport to work at ease, and let transporters make use of the shifts outside the peak periods to deliver and or collect containers. We can only work once we have the paperwork in hand and it is in our interest not to keep our assets standing. An ideal situation would be for transporters to receive documentation before stack opens.¡± ¡ñ Transhipment numbers must be kept to an absolute minimum and possibly the introduction of a quota system of some sort to maintain a balance between exports, imports and trans-shipments. ¡ñ Have a facility or procedure in place for transporters nominated by the shipping lines to collect containers on their behalf ¨C where the storage stamp does not apply, the transporter is allowed to remove the container from the terminal and the charge to become an administration procedure between the shipping line and its nominated transporter (carrier haulage only). ¡ñ Have some sort of shift planning so that the terminal does not come to a grinding halt during a shift change. Also, possibly introduce an overlap shift - but keep within the prescribed hours to keep the wheels of the terminal turning.
