South Africans were not scared to break the law and the result was a country with a high road death toll, said Bonginkosi Madikizela, Western Cape MEC of transport and public works. Speaking in Cape Town recently he said he was not convinced that Aarto in its current form was going to make any difference in dealing with the carnage on the roads and the possibility that the new legislation would be challenged in court could not be ruled out. “If we are serious about reducing the number of accidents on our roads, then we cannot take an approach that is designed to make money rather than address road user behaviour.”
