Zim scraps spot fines

Responding to widespread

calls from truck operators,

the Zimbabwe Republican

Police (ZRP) is turning to

technological solutions to

do away with spot fines at

roadblocks and thus cut down

on bribery and corruption.

Addressing parliament

last week, Minister of Home

Affairs Ignatius Chombo said

his department would soon

roll out an electronic ticketing

system that would record

vehicle or driver transgressions

– including sending a message

to a centralised database –

allowing the driver of the

vehicle to pay the fine at

the nearest police station,

eliminating the need to hand

over cash on the spot.

He also confirmed that

government had committed

to decreasing the number

of police roadblocks where

drivers have been forced to

pay spot fines or risk their

vehicles being impounded for

release only when the fines are

paid. According to him, there

now has to be a minimum of

10 kilometres between each

roadblock.
