WTO Reviews Safeguard Actions

On 27 April the World Trade Organisation (WTO) Committee on Safeguards advised of its review of 26 safeguard actions taken by WTO members since October 2011 of which six were from Turkey and five from Indonesia. Other members reporting safeguard actions were Brazil, Dominican Republic, Egypt, India, Israel, Jordan, Mexico, the Philippines and Ukraine. Certain members expressed concerns over the following safeguard investigations: Brazil’s investigation on wine, Egypt’s investigation on cotton textile and mixed cotton textile, Egypt’s investigation and imposition of a provisional measure on cotton yarn, and Israel’s investigation on glass wool and wool rock. Several members expressed their concerns about the large number of cases being taken by Indonesia. Regarding Colombia’s request about an Ecuadorian safeguard measure, the Committee took note of the “factual report” which the Chair conveyed to the Council for Trade in Goods in her personal capacity. The agenda item on India’s request about a safeguard measure by Turkey was removed from the agenda at India’s request. Ecuador, Cuba and Turkey submitted a joint proposal on defining procedures. Several members stated that they preferred the ad hoc approach, as decided by the Committee in 1996. The Safeguards Agreement provides that one of the functions of the Safeguards Committee is “to find, upon the request of an affected Member, whether or not the procedural requirements of this Agreement have been complied with in connection with a safeguard measure, and report its findings to the Council for Trade in Goods.” Under “Other Business”, Korea, the European Union, Japan and Turkey expressed their concern on a Ukrainian safeguard action on motor vehicles that have not yet been notified to the Committee. The United States and the European Union expressed their concern regarding the transparency of India’s investigations. The Committee re-elected Lillian Saili Bwalya (Zambia) as its chairperson.
