THE ONLY question that FTW has not yet had answered is:
Who is to pay for compliance with ISPS demands?
All that we can gather from a port authority source is that there currently appears to be inter-governmental bickering over the subject - believed to be the NPA and the DoT haggling over who will carry the financial can for the installation of ISPS security.
