Say what you will about South Africa's government and failing state-owned enterprises, but if there's one SOE that works well, it's the revenue authority.
Under the stewardship of Edward Kieswetter, the SA Revenue Services (Sars) has been turned around from the state-capture shenanigans of Tom Moyane into a lean, mean, tax-collecting machine.
Says Shepstone & Wylie Attorneys: "Sars has intensified its collection strategies following increased demand from government."
The reason?
Well, it's quite simple really – the coffers are running dry!
Potholes they can't fix but pockets running empty from too much pocket-ling is an entirely different matter.
According to Shepstone & Wylie, there are two fundamental consequences to Sars' "pay now, argue later" strategy.
