Tax department chaos inhibits Zim's VAT plans

JUST WHEN VAT will be introduced in Zimbabwe is anybody's guess. A seminar on the topic in Harare recently has heard that the tax department is in chaos and would not have a hope of being able to implement it at the moment.
Says John Makamure, chief economist for the chambers of commerce: The tax department does not have the capacity to handle VAT. The national revenue authority should be established first, and then VAT considered.
Finance minister Herbert Murerwa has said that VAT will be brought in this year, but there is absolutely no chance of this being done efficiently.
