On September 14, 2026, the WTO announced that, on September 9, 2026, the Russian Federation notified the WTO’s Committee on Safeguards about the initiation, on September 7, 2026, of a safeguard investigation on certain flat steel products with polymer coating (classifiable under 7210.70.80, 7210.90.80, 7212.40.80 and 7225.99.00) imported into the customs territory of the Eurasian Economic Union. Comment is due by October 22, 2026.
A safeguard investigation seeks to determine whether increased imports of a product are causing, or are threatening to cause, serious injury to a domestic industry.
During a safeguard investigation, importers, exporters and other interested parties may present evidence and views and respond to other parties’ presentations.
A WTO member may take a safeguard action (restrict imports of a product temporarily) only if the increased imports of the product are found to be causing, or threatening to cause, serious injury.
