On the negative side, a large quantity of freight transport in the region is mixed consignment on open or flat bed trucks or
trailers which cannot be sealed and the loads must therefore still be examined at the border.
Another disappointment is that not all member countries are willing or geared to handle a pre-clearance system yet. Pre-clearance is an excellent system that could reduce cost delays at the border posts. However at this stage it is probably too early, as part of the region is not sufficiently equipped with the necessary
technical and electronic equipment to implement it.
I would like to appeal to operators to utilise the pre-clearance system where they can as it will save their businesses time and money. Most importantly, they should remember to pack loads in such a manner that when partial examination is undertaken, the goods to be examined are easily accessible, said C-BRITA's Corrie Wilsenach.
