ALTHOUGH THE enactment of the National Ports Authority (NPA) Bill is keenly awaited as a legal basis for the concessioning of the port container terminals, it won’t happen until the next session of parliament, a source at the portfolio committee on transport in the house told FTW. It is still on its wanders through the final stages in parliament and is currently with the national council of provinces. But the on-going debate between the department of public enterprises and the labour unions - primarily about the “privatisation” element of the bill - is not yet complete. This, said the FTW contact, would delay the bill being enacted until at least the next session of parliament in January.
