No funds to address congestion

Lack of funds is preventing the City of Cape Town from addressing chronic truck congestion outside container depots in the city. According to Mike Walwyn, Port Liaison Forum (PLF) chairman, congestion outside the container depot just off the Koeberg intersection on the M5 in Maitland is exceptionally problematic and was one of the reasons why the PLF, an initiative of the Cape Chamber of Commerce and Industry, asked the City of Cape Town to intervene. Traffic at the intersection backs up very quickly, causing severe congestion for both trucks and cars. But the City of Cape Town has said possible solutions to the problem, which include adding another lane to the road, are costly. General industry consensus is that an added lane that can be dedicated to the turning lane (heading towards the container depot) will solve the problem.
