A NATIONAL Overloading Control Fund has attracted positive response in the battle against overloaders.
However, provinces must be able to spend their contributions within their provinces or on a route which serves their province, says Sowman.
Provincial transport departments must critically analyse their own installations and upgrading priorities and, to facilitate quicker implementations, they may wish to downgrade the size of the weighbridge installations.
Sowman also suggests that the national transport department provide comprehensive statistics on overloading.
Alternative-route screening must be built into weighbridge operational plans because of this
route usage by overloaders, and outsourcing should be looked at as an alternative to solve manpower problems, he said.
Except for Zimbabwe, overloading control in SADC countries is not good, so weighbridges need to be built at border posts. These need not necessarily be expensive ones but 3 x 4m platform scales.
