Safeguard

What is it with chicken –

imported chicken that is?

A few weeks ago there were

the Agoa import quota

permits, this on top of the

anti-dumping duties, the

ordinary safeguard duty and

the ordinary rate of customs

duty increases. So, with the

exception of countervailing

duties (anti-export subsidy)

and the TDCA agricultural

safeguard duty, all trade

bases have been covered.

Well, now all that remains

is countervailing duty

application.

On 19 February 2016,

the International Trade

Administration Commission

of South Africa (Itac)

announced that at the

instruction of the Minister

of Economic Development

it would investigate and

evaluate an application by

the South African Poultry

Association (SAPA) for the

imposition of safeguard

measures in terms of Article

16 (referred to as ‘section 16’ in

the application) of the Trade,

Development and Cooperation

Agreement (TDCA) between

the European Community

and its member states (read

EU) and South Africa on

frozen bone-in portions of

fowl of the species Gallus

Domesticus – chicken to you

and me – classifiable under

tariff subheadings 0207.14.91;

0207.14.93; 0207.14.95;

0207.14.96; 0207.14.97;

0207.14.98 and 0207.14.99.

Comment is due by 10

March 2016.

Unframed Glass Mirror

Sunset Review

Itac on 19 February 2016

announced the initiation of

a sunset review of the antidumping

duties on unframed

glass mirrors originating in

or imported from India. It

follows an Itac notification

on 19 June 2015 that unless

a duly substantiated request

is made by or on behalf of the

Southern African Customs

Union (Sacu) industry,

indicating that the expiry of

the anti-dumping duty against

the imports of unframed

glass mirrors originating in or

imported from India would

likely lead to the continuation

or recurrence of dumping

and injury, the anti-dumping

duties on unframed glass

mirrors originating in or

imported from India will

expire on 03 March2016.

The application was lodged

by PFG Building Glass (Pty)

Ltd, a division of PG group

(Pty) Limited on behalf of

Sacu industry.

Plastic Package Duty

Increase

On 19 February 2016 Itac

announced a proposed

increase in the rates of

ordinary customs duty

on other plates, sheets,

film, foil and strip, of

plastics, non-cellular and

not reinforced, laminated,

supported or similarly

combined with other

materials: Of polymers

of propylene: classifiable

under tariff subheadings

3920.20.25, 3920.20.35

from 10% ad valorem to

20% ad valorem and tariff

subheading 3920.20.45

from free of duty to 20% ad

valorem.

The application, on which

comment is due by 18 March

2016, was lodged by Amcor

Flexible (Pty) Ltd.
