E-mail: riaan@importsolutions.co.za 2 September 2005 Rule Amendment (DAR/6) – 1 September 2005 The amendment of section 120B of rules of the Customs and Excise Act in respect of the procedures for goods carried by road on the route between South Africa, Botswana and Namibia. This relates to the Single Administrative Document (SAD). In accordance with the amendment the forms SAD 500 “Customs Declaration Forms”, SAD 501 “Customs Declaration Form (Continuation Form), SAD 502 Customs Declaration Form (Transit Control), and SAD 503 Customs Declaration Form (Bill of Entry Query Notification / Voucher of Correction) must be used instead of form CCA1, only where such goods are carried by road. No tariff amendments – 2 September 2005 Tariff applications – response due The reduction in the rate of customs duty (duty) on complementary medicine with a rate of duty of free to 20 per cent ad valorem to free of duty through the creation of an additional 8-digit tariff subheading, which reads “Complementary medicine – isoflavone phyto estrogens”. The application was lodged by KCP Products (Pty) Ltd. Comment due by October, 7. The extension of Rebate Item 316.09/8516.90/01.06 to read “Parts, for the manufacture of electric hot trays, stoves and glass-top hobs of heading 85.16”. The application was lodged by Defy Appliances Ltd. Comment due by October, 7. Tariff applications – response closed The rebate of the duty on knitted glove liners of cotton, synthetic fibres or a combination thereof for the manufacture of knitted gloves, impregnated, coated or covered with plastic or rubber. The applicant is Evrigard (Pty) Ltd. The applicant stated that knitted glove liners were not available at competitive prices in the Southern African Customs Union (SACU). Comment due by 2 September 2005 No Anti-dumping amendments – 2 September 2005 Anti-dumping application – response due The International Trade Administration Commission of South Africa (ITAC) has initiated a sunset review of the anti-dumping duties on carbon black originating in or imported from Thailand. Response due by October, 6. Initiation of an investigation into the alleged dumping of multi-ply paper and paperboard with a mass of 180g/m2 or more, but not exceeding 550g/m2, coated on side with kaolin clay, commonly known as “white liner” or “grey back paperboard”, originating in or imported from the Republic of Korea, also known as South Korea. Response due 12 September 2005. Anti-dumping application – termination Termination of the investigation into the alleged dumping of unframed glass mirrors of a thickness of 2mm to 6mm originating in or imported from Chinese Taipei. The final determination by ITAC of the termination of the investigation into the alleged dumping of steel wheels originating or imported from Brazil, the People’s Republic of China, Chinese Taipei and Turkey.
