Anti-Dumping Amendment Bolts “Roll Bolts” In terms of a notice published on 02 September 2010, the description of anti-dumping item 215.02/7318.15/01.06 applicable to bolts, of iron or steel, with hexagon heads (excluding bolts of stainless steel, bolts fitted with base metal expansion sleeves and bolts identifiable for use solely or principally on aircraft), of a width of 6 mm or more but not exceeding 36 mm and a length of 10 mm or more but not exceeding 400 mm, whether or not with their nuts and washers originating in or imported from the People’s Republic of China (China) was amended. The rate of duty is 29%. It is important to note that the amendment was not imposed with retrospective effect. Rebate Item Amend Duty Credit Certificate On 02 September 2010 a notice appeared in respect of the retrospective amendments of Note 6 (a) to Rebate item 460.11 / 00.00/07.00 (from 31 July 2008) and Rebate Item 460.11 /00.00/08.00 (from 30 April 2010). The intention of the amendments is to prevent the possible interpretation of this note as meaning the payment of customs duty on customs duty i.e. double counting, instead of only paying the excess amount of unrebated customs duty outstanding to the South African Revenue Service (Sars). Imposition Environmental Levy: Co2 Emission On 31 August 2010 a number of notices appeared in respect of the imposition of an Environmental Levy on Carbon Dioxide (CO2) Emissions of Motor Vehicles The Environmental Levy came into operation on 01 September 2010. In addition to the notice, a notice also appeared in respect of the amendment of Note 5 in Section D of Part 3 in Schedule No.1 relating to the implementation of carbon dioxide emissions tax on “double-cab” vehicles with effect from 01 March 2011. Workshop Tariff Investigation Regulations On 08 September 2010 the International Trade Administration Commission of South Africa (Itac) hosted its “Consultative Workshop on the Draft Amended Tariff Investigation Regulations and Questionnaires”. The purpose of the workshop was to discuss the proposed amendments to Itac’s current Tariff Investigation Regulations and Questionnaires. The workshop gave attendees the opportunity to hear directly from Itac officials and to ask questions about the proposed amendments. Sunset Review Unframed Mirrors from India Notification was given on the initiation of a sunset review of the anti-dumping duties on unframed mirrors originating in or imported from India. Completed importer and exporter questionnaires are due by 27 September 2010. Proposed Duty Increase Aluminium Extrusions A notice has appeared in respect of the proposed increase in the rate of customs duty on aluminium extrusions (bars, rods and profiles) from free of customs duty to 15% ad valorem. Comment is due by 17 September 2010. Rebate Item Monitors (No Television) A notice appeared in respect of the proposed deletion of Rebate Item 460.16/85.28/02.04 i.e. “Monitors not incorporating television apparatus: provided that a certificate of the South African Bureau of Standards is presented at the time of entry that the monitors have more than 600 resolution lines”. Comment is due by 17 September 2010.
