100 Days to HS2012 Textiles and Textile Articles Tariff Amendments In an earlier issue we dealt with the World Customs Organisation (WCO) Harmonised System 2012 tariff amendments of Section X related to “Pulp of Wood or of other Fibrous Cellulosic Material; Waste and Scrap of Paper or Paperboard; Paper and Paperboard and Articles thereof”. Section X consists of three tariff chapters that will be introduced on 01 January 2012 to the Harmonised System Nomenclature, also known as the South African Tariff Book. In this article we will focus on the tariff amendments to Section XI ie, “Textiles and Textile Articles”. Section XI consists of 14 tariff chapters. Tariff Chapter 50 – Silk; Tariff Chapter 51 – Wool, fine or coarse animal hair; horsehair yarn and woven fabric; Tariff Chapter 52 – Cotton; Tariff Chapter 53 – Other vegetable textile fabrics; paper yarn and woven fabrics of paper yarn; Tariff Chapter 54 – Man-made filaments; Tariff Chapter 55 – Man-made staple fibres; Tariff Chapter 56 – Wadding, felt and nonwovens; special yarns; twine, cordage, ropes and cables and articles thereof; Tariff Chapter 57 – Carpets and other textile floor coverings; Tariff Chapter 58 – Special woven fabrics, tufted textile fabrics; lace; tapestries; trimmings; embroidery; Tariff Chapter 59 – Impregnated, coated, covered or laminated textile fabrics; textile articles of a kind suitable for industrial use; Tariff Chapter 60 – Knitted or crocheted fabrics; Tariff Chapter 61 – Articles of apparel and clothing accessories, knitted or crocheted; Tariff Chapter 62 - Articles of apparel and clothing accessories, not knitted or crocheted; and Tariff Chapter 63 – Other made up textile articles; sets; worn clothing and worn textile articles; rags. The first section deals with tariff subheadings to be deleted. Tariff subheadings 5601.10, 5801.24, 5801.25, 5801.34, 5801.35, 6211.41, 6306.91, and 6306.99 are affected. The second section deals with tariff subheadings to be created (new). Tariff subheadings 5801.27, 5801.37 and 6306.90 are affected. The third section deals with tariff subheadings whose scope will be modified. Tariff subheadings 6108.21, 6108.22, 6108.29, 6111.20, 6111.30, 6111.90, 6113.00, 6208.91, 6208.92, 6208.99, 6209.20, 6209.30, 6209.90, 6211.49, and 6307.90 are affected. Footwear and Headgear Tariff Amendments Section XII refers to “Footwear, Headgear, Umbrellas, Sun Umbrellas, Walking-sticks, Seat-sticks, Whips, Riding-crops and Parts thereof; Prepared Feathers and Articles Made therewith; Artificial Flowers; Articles of Human Hair”. Section XII consists of four tariff chapters. Tariff Chapter 64 – Footwear, gaiters and the like; parts of such articles; Tariff Chapter 65 – Headgear and parts thereof; Tariff Chapter 66 – Umbrellas, sun umbrellas, walking-sticks, seat-sticks, whips, ridingcrops and parts thereof; and Tariff Chapter 67 – Prepared feathers and down articles made of feathers of down; artificial flowers; articles of human hair. The first section deals with tariff subheadings to be deleted. Tariff subheadings 6406.91, 6406.99, 6505.10, and 6505.90 are affected. The second section deals with tariff subheadings to be created (new). Tariff subheadings 6406.90, and 6505.00 are affected. The third section deals with tariff subheadings whose scope will be modified. No tariff subheading is affected.
