THE DEPARTMENT will launch pilot projects on freight logistics infrastructure and management and on the monitoring of system costs, with a view to influencing the decision of authorities responsible for land freight infrastructure such as the department of public enterprise, Transnet, the National Roads Agency and local authorities.
This will provide the basis for a clearly defined regulatory framework for landside freight infrastructure investment and user pricing.
Since Durban has agreed to serve as MSA laboratory or pilot study, CSIR proposals regarding a new container terminal, possibly affecting the existing airport, could make it through to the implementation phase.
The importance of rational economic integration between members of the SADC dictates that regional integration of infrastructure and pricing policies should become better aligned.
To this end the department has prioritised its work within the South African Transport and Communications Commission of the SADC with a view to ensuring that the transport and telecommunications Protocol is rapidly implemented in a focused and strategic manner.
