There are several challenges to the cross-border implementation of self regulation. Because the implementation of the RTMS in SA has to date been limited to within the SA borders, crossborder issues have not been considered or addressed. Also, in terms of the proposed NSC pilot project, it will be necessary to get the “buy-in” from customs authorities such as Sars, the Zambian Revenue Authority (ZRA) and the Zimbabwe Revenue Authority (Zimra). But Fesarta’s Barney Curtis noted that Sars already had an accreditation system, and had agreed to investigate the RTMS and see how it could be integrated with their accreditation scheme. “It is understood that both Zimra and ZRA are also considering introducing similar schemes including the concept of the Authorised Economic Operator (AEC),” he added.
