The involvement of the Chinese in Angola has made all the difference, according to Roger Ballard-Tremeer. “If China had not come on the Angolan scene it would have taken decades for the country to achieve what it has in such a short time. In recent years China has made available to Angola $15 billion in credit lines.” Hugo Louw, a Johannesburg-based transporter who specialises in Angola, says it is a normal sight to see Chinese working on roads in the country. More recently more Brazilian companies have also come on board as well as the Italians. Rail, port and road development have been key priorities for the Angolan government which is committed to restoring the country to its former glory following years of civil war. According to Ballard- Tremeer, a contract to build a bridge over the Congo River was recently awarded to the Italians. “It will be quite a dramatic undertaking due to the width and velocity of the river. This bridge will make provision for both road and rail.” The government, he says, is determined to upgrade and develop its infrastructure and is making it easy for the Chinese and others to do business with them. Known for its bureaucratic red tape, Angola has taken many steps to address cargo clearance issues and ensure smooth and quick procedures.
