South Africa is turning to China in its bid to transform the nation into a hub of construction activity. This move aligns with a commitment from Minister of Public Works and Infrastructure, Dean Macpherson, to boost infrastructure investment, a key element of the country’s broader strategy to increase the volume of infrastructure projects nationwide.Macpherson has signed declarations of intent with the China Communications Construction Company (CCCC) and ASI Global in China. The declaration of intent with the CCCC will work towards inviting the company to bid, through the Public Management Finance Act, for the construction of municipal works and buildings, the construction and development of public-owned buildings, and the development of fishing harbours and small ports. Meanwhile, the declaration with ASI Global will work towards the entity helping to develop construction talent in South Africa. Speaking shortly after the signing, during an official state visit to China, Macpherson said his department was working on developing further agreements to unblock the challenges that have stood in the way of launching construction projects in the country.Since taking office in June this year, Macpherson has identified the so-called "construction mafia" as a major obstacle to infrastructure development in South Africa. “It has disrupted the construction sector and eroded investor confidence. The 30% local procurement rule, intended to empower local communities, has been hijacked by criminal syndicates,” he said. LV
