Call for proposals for offshore bunkering facilities

Transnet National Ports Authority (TNPA) has published a request for information (RFI),  calling on terminal operators to submit proposals for the refurbishment, financing, operation and maintenance of the Port of Mossel Bay’s marine offshore facilities.

The RFI proposal includes the single-point mooring and conventional buoy-mooring marine loading facilities, located offshore from the port, that are used to load and discharge petroleum products to meet liquid bulk customer demand.

The marine facility ensures supply of fuel for mainly the Garden Route and Southern Cape region.

“The RFI seeks to gauge market demand to indicate how to structure a Request for Proposal that will be responsive to market demand and enable TNPA to sign a facility operator agreement with an operator who will manage liquid bulk operations at the Port of Mossel Bay,” TNPA said in a statement.

TNPA said it had identified renewable energy, liquefied natural gas and oil and gas operations as the three main growth and revenue diversification enablers for the Port of Mossel Bay.

“The facilitation of liquid bulk operations within port limits, positions the Port of Mossel Bay as a competitive and strategic role player in the sustainable energy sector.

“Furthermore, through the timeous provision of maritime and vessel traffic services for such operations, the port maintains its solid contribution to the growth of the Southern Cape and South African economy,” said Captain Vania Cloete, acting TNPA port manager at Mossel Bay.

RFI documents can be accessed from the National Treasury’s e-tender publication portal www.etender.gov.za and Transnet’s website: www.transnet.net.

The deadline for the submission of responses is 4pm on August 13.

TNPA said that after receiving and reviewing the responses it may release a request for proposals provided that sufficient information is obtained from the submissions.
