Distributors of lithium ion cells or batteries have until January 1, 2020 to make a summary of the UN 38.3 tests available before the batteries can fly. These conditions are one of the major changes in the 60th edition of the Iata Dangerous Goods Regulations. Bulk shipments of batteries – if they are carried at all – are limited to cargo aircraft. In addition to strict packing requirements, the state of charge may not exceed 30%. Shipments of devices and equipment containing lithium ion batteries may, however, also be rejected by airlines. There is particular concern about carrying equipment that is being returned because it is damaged or defective. Airlines are also taking a tougher stance on hand luggage. All lithium batteries carried by passengers or crew are subject to the provisions of Part 8, Chapter 1 of the Icao Technical Instructions.
