MOVES TO link eastern and southern Africa with a broadband cable system have taken a step further as communication ministers from around the two regions – including SA’s Ivy Matsepe-Casaburri – gathered in Rwanda’s capital city of Kigali to sign a policy framework agreement recently. This is expected to commit the various countries represented to the new partnership for Africa’s development (Nepad) broadband infrastructure network project by signing the policy and regulatory framework protocol for projects, including the Eastern Africa submarine system (EASSy) cable.
