On 26 October 2023, the World Trade Organization (WTO) announced that its Committee on Anti-Dumping Practices had to review its Members' latest notifications of new, amended or previously reviewed anti-dumping laws and regulations as well as reports on anti-dumping actions.
The committee reviewed new notifications of legislation submitted by Brazil, Japan, Mauritania, Mauritius and the Kingdom of Saudi Arabia. It continued its review of the legislative notifications of Cameroon, the European Union (EU), Ghana, Liberia, and Saint Kitts and Nevis.
As is the usual practice in the committee, delegations raised questions about the practices of other members in reviewing their semi-annual notifications on anti-dumping actions: the initiation of investigations, the imposition of provisional and final anti-dumping measures, and the review of existing anti-dumping measures.
With respect to the semi-annual reports covering the period 01 January 2023 to 30 June 2023, 44 members notified the committee of anti-dumping actions taken in this period, while 14 reported no new anti-dumping actions in this period. The chair of the committee urged members that had not submitted reports of actions to do so promptly. The chair welcomed Members' continued extensive use of the new anti-dumping portal to submit their semi-annual reports.
Questions by several delegations regarding actions contained in the semi-annual reports submitted by Argentina, the People’s Republic of China (China), the EU, India, Indonesia, the Republic of Korea (South Korea), the Philippines, the United Kingdom (UK) and the United States of America (US) were discussed. Ukraine expressed concerns over the war with Russia and the effects on its domestic industry.
In addition to the semi-annual reports, the WTO's Anti-Dumping Agreement requires members to submit without delay - on an ad hoc basis - notifications of all preliminary and final anti-dumping actions taken.
Ad hoc notifications reviewed during the meeting were received from Argentina, Armenia, Australia, Brazil, Canada, the EU, India, Indonesia, Kazakhstan, South Korea, the Kyrgyz Republic, Mexico, Morocco, New Zealand, Pakistan, Paraguay, the Russian Federation, South Africa, Chinese Taipei, Türkiye, Ukraine, the UK, the US and Vietnam. In this connection, questions were raised regarding a notification submitted by Morocco.
The Committee discussed an item on the agenda requested by Brazil on the “Sunset Review of the Anti-Dumping Duty on Brazilian Exports of Bond Paper, Cut”. The Committee also discussed an item requested by the Russian Federation on “Non-Market Economy Treatment in Anti-Dumping Investigations”.
The Committee adopted its report to the Council for Trade in Goods on the improvements in the functioning of the committee (G/ADP/34). The committee also adopted its annual report in document G/ADP/35.
It decided that its spring and autumn meetings for 2024 would be held in the weeks of 22 April 2024, and 28 October 2024, respectively.
