Wheelbarrows Sunset Review Investigation - Comment due

On 07 August the International Trade Administration Commission of South Africa (ITAC) announced the initiation of a sunset review of anti-dumping duties on wheelbarrows, classifiable in tariff subheading 8716.80.10, originating in or imported from the People’s Republic of China, on which comment is due by 07 September.

It followed ITAC’s notification on 24 May 2019, that unless a substantiated request was made by the Southern African Customs Union (SACU) industry indicating that the expiry of the anti-dumping duties would likely lead to the continuation or recurrence of dumping and material injury, the anti-dumping duties would expire on 03 September 2020.

On 04 March a detailed response to the sunset review questionnaire was received from Ussher Inventions (Pty) Ltd (t/a Lasher Tools), which represents a major percentage of the SACU production volume of wheelbarrows. The Lasher Tools’ application was supported by Pabar (Pty) Ltd.

Lasher Tools submitted prima facie evidence to indicate that the expiry of the anti-dumping duties would likely lead to continuation and/or recurrence of material injury in the form of price undercutting and price suppression. Lasher Tools' information further indicated that it would experience a decline in sales volume and value, output, productivity, market share, profits, net cashflow, growth, return on investment and capacity utilisation.
