TRANSPORT OPERATORS are to have a direct say in the running of the newly formed SA Cross-Border Road Transport Agency (CBRTA). The department of transport has agreed that customers will have membership on the agency's board, and will therefore give direction to the agency.
This was one of the main considerations in the deliberations as to whether an agency should be formed or not, says transport minister Mac Maharaj.
Although the agency will not be subjected to the same bureaucratic constraints as government, it will be accountable to the minister and parliament.
The agency will, however, function in accordance with its own rules of operation, along commercial lines and not for profit, says the minister. It will recover all costs from its customers without impacting significantly on the cost of the cross-border transport operations.
The main source of income will be the fees charged for cross-border permits. A secondary income could be from penalties on cross-border transport contraventions, although this matter has still to be discussed.
The agency will be involved in the provision of training, capacity building and the promotion of entrepreneurship generally and, in particular, in respect of small, medium and micro enterprises with an interest in cross-border road transport.
Chairperson is George Negota, with Bokana Maluleka c.e.o. Committee members are Phillip Erasmus, Alexander Mzizi, Moses Scott, Wynand Pretorius, Ms Ferose Oaton and Ms Rosemary-Jane Luke.
