Tariff Amendments – 07 March 2014

The South African Revenue Service (Sars) on 07 March 2014 informed of the insertion of tariff subheadings 7318.16.20 and 7318.16.30 and substitution of tariff subheadings 7318.15.39 and 7318.15.43 in order to increase the rate of customs duty on certain screws, bolts and nuts. This follows an application by CBC Fasteners (Pty) Ltd that was initiated on 24 May 2013. The investigation took 287 or 9.5 months to complete. The description for tariff 7318.16.90 reads: Hexagon dome nuts, hexagon nuts with non-metallic inserts, hexagon collared nuts and hexagon self-locking nuts, that of tariff subheading 7318.16.30 Other, hexagon nuts, that of tariff subheading 7318.15.39 Other screws, fully threaded with hexagon heads (excluding those of stainless steel), and that of tariff subheading 7318.15.43 Other bolts (excluding bolt ends, screw studs and screw studding) with hexagon heads. 
The amendment of anti-dumping item 207.01/3920.49/01.06 to exclude specific PVC strips of a thickness of 2 mm and a width not exceeding 20 mm from the existing anti-dumping duties applicable on PVC rigid, originating in or imported from the People's Republic of China. The description reads: Plates, sheets, film, foil and strip of polymers of vinyl chloride (PVC), non-cellular and not reinforced, laminated, supported or similarly combined with other materials and having a plasticizer content not exceeding 6% (excluding PVC strips with a diameter of 2 mm thickness and a width not exceeding 20 mm). The rate of anti-dumping duty is 32.7%. The date of imposition is with retrospective effect to 26 October 2007, which means a possible refund is due. The application was lodged by Austro Group Limited. This investigation was initiated on 28 March 2012, and comment was due on 30 April 2012. The application took 715 days to complete, or just 2 weeks short of 2 years. 
In an earlier column we informed of the termination of the anti-dumping duty on coated paper originating in or imported from the People's Republic of China and the Republic of Korea. The provisional payment was imposed on 27 September 2013 up to and including 14 March 2014. On 07 March 2014 Sars informed of a notice for the withdrawal of the provisional payment of coated paper.
