ZIMBABWE'S RESERVE Bank is having a rethink on the order for foreign road transporters to pay for fuel and services in hard currency.
"But this is only a delay and does not mean the idea will be scrapped," says the Transport Operators' Association. "The bank realises that there are enormous practical difficulties in enforcing the regulation."
One operator told FTW in Harare: "What will probably happen is that operators will go through the charade of collecting the CD3 form at the border post - on which all purchases have to recorded - and hand it back blank, saying that nothing has been bought in Zimbabwe."
