ALAN PEAT THE NEW ports legislation – in the form of the National Ports Authority (NPA) Bill – has started on its travels through parliament on its way to enactment. It passed the national assembly on February 15, and now moves on for approval by the chamber of provinces – till it is eventually signed by the president.
