I FEEL I have to support the comment made by Siyabonga Gama (FTW August 12, 2002) when he states "...NPA actively engages its clients through the various communication forums to discuss tariff reform and accommodate client concerns as far as possible." As a major steel and pipe exporter, I was greatly concerned upon receiving a letter from the NPA quoting a Harbour Due figure of twice that paid by my industry under the Wharfage scheme. Once an initial desire to reach for my rifle had subsided, I arranged a meeting with the NPA and members of the Assn of Steel Tube & Pipe Manufacturers in order that we could collectively put our case for a reduction more in line with the previous rate. We received nothing but a positive attitude and understanding for our position from the head of NPA in Jhb, Nico Walters, and his assistant Rosa Pienaar; their courteous attitude and efficient response to our problem resulted in a new rate being levied that was adjudged equitable by all. The lesson? Approach parastatals as you would wish to be approached yourself (i.e. calmly with facts and figures, not bluster and outrage) and it's amazing what you can achieve...
