On 16 October 2026, the International Trade Administration Commission of South Africa (ITAC) announced an increase in the ‘General’ rate of customs duty on newsprint, in rolls or sheets, classifiable under tariff subheading 4801.00 in Part 1 of Schedule No.1 to the Customs and Excise Act, 1964 (Ordinary Customs Duty) from free of duty to 5% ad valorem. The reasoning is set out in the International Trade Administration Commission of South Africa (ITAC) Report No. 784.
The customs duty increase does not apply in the EU/UK, EFTA, SADC, and AfCTA, where it remains at 0%, while MERCOSUR is already at 5% ad valorem.
