The Transnet National Ports Authority’s (TNPA’s) new tariffs for 2012/13 came into effect this week, with an SA Ports Regulatorapproved increase of 2.67%, along with the allocation of the R1-billion export cargo dues discount. All the new waterside fees and dues are listed, along with the landside fees for bulk and breakbulk cargoes. The new fees for containers are R2 177.63 per import container for 20-foot full import boxes, and R1 081.60 for full export boxes. For 40-ft full boxes, the fees are R4 355.23 for imports and R2 163.21 for exports. Empty containers (all sizes) attract a R72.10 fee for both import and export boxes. In Annexure C accompanying the tariff book is the allocation of the R1-bn discount on EXPORT cargo dues. According to the TNPA, the rebate will be granted by discounting the dues on new SA-manufactured motor vehicles (on wheels) at R200 per vehicle. For 20-ft containers (full) the discount will be R740/ container; and for 40-ft it will be R1 820/container. Said TNPA: “The export cargo dues tariff discount will operate on a firstcome, first-served basis, and will cease once the rebate threshold of R1 bn has been reached.” Both the 2.76% tariff increase and the export cargo dues tariff discount programme came into effect from April 1.
